T-Level Capital Fund — frequently asked questions
Can T-Level Capital fund standalone solar?
No. T-Level Capital is specific to T-Level delivery infrastructure (workshop new-build, equipment, refurbishment). However, solar designed into the roof of a new T-Level workshop at construction stage is a legitimate component of the build cost.
What is the typical T-Level Capital award value?
Variable by route. Typically £200,000-£4m per institution per wave. Construction routes (T-Level Construction, Building Services) typically attract higher capital cost given workshop infrastructure requirements.
How does solar embedded in T-Level Capital strengthen the bid?
DfE explicitly favours T-Level Capital bids that embed sustainability features. Bids combining T-Level workshop new-build with rooftop solar + heat pump + LED lighting consistently score higher than comparable bids without these elements. Embedded sustainability is now a standard scoring dimension.
What is the marginal cost of designing solar into a new T-Level workshop?
Typically £60-£90/sqm of roof area at construction stage — significantly cheaper than retrofitting later. For a typical 1,800 sqm T-Level workshop, embedded solar adds £108k-£162k to the build cost while delivering 180-220 kW of generation.
Can we combine T-Level Capital with Salix for the solar element?
Yes. T-Level Capital funds the workshop new-build at zero cost to the corporation; Salix Decarbonisation Loan funds the incremental solar cost as interest-free debt repaid from energy savings. Net cost to the corporation: zero for the workshop, zero net for the solar.
How does Skills England transition affect T-Level Capital?
Skills England replaced IfATE in June 2025 and sits within DfE. T-Level Capital scoring now explicitly references Skills England priorities — green skills throughput, employer engagement, apprenticeship progression. Embedded sustainability features (solar, heat pump) score well against these priorities.
Are sixth form colleges eligible for T-Level Capital?
Yes — sixth form colleges delivering T-Level routes are eligible alongside general FE corporations.
What about the post-16 capacity capital fund?
A separate but related DfE programme funding FE corporations and sixth form colleges expanding 16-19 cohort capacity. The February 2026 round committed £300m+ across the sector with bids closed April 2026. Recent rounds have favoured net-zero-ready buildings.
When are the next T-Level Capital rounds expected?
DfE has signalled continued T-Level Capital expansion through 2026-30. Specific round timing varies; AoC and Skills England forums announce round openings. Sustainability Leads should monitor DfE FE Funding Update bulletins.
Can solar carports be funded through T-Level Capital?
Where the carport is integral to T-Level delivery infrastructure (e.g. construction trades training facility), yes. Standalone carports sit better in PSDS Phase 4.
